Mekelle, Ethiopia – November 23, 2024
Ethiopia has marked a historic moment in its journey toward sustainable peace with the launch of the demobilisation phase of the Disarmament, Demobilisation, and Reintegration (DDR) process. In a collaborative effort supported by international partners, the Ethiopian government, the Tigray Interim Regional Administration (TIRA), and the United Nations, this initiative seeks to transition former combatants back into civilian life, fostering reconciliation and stability.
This monumental undertaking will demobilise a total of 371,971 combatants, starting with 75,000 in its first phase, making it the largest DDR effort globally.
A National and Global Collaboration
The process is overseen by Ethiopia’s National Rehabilitation Commission (NRC) and the United Nations Development Programme (UNDP), with backing from an international coalition including the African Union, Canada, the European Union, Italy, Japan, Norway, the Republic of Korea, Sweden, the UK, and the United States.
Dr. Samuel Doe, UNDP Resident Representative, emphasized the program’s significance:
“Demobilising and reintegrating ex-combatants is foundational for sustainable peace. We are honored to bring global experience to Ethiopia’s DDR process.”
Pathway to Reconciliation
Demobilisation includes formally discharging combatants and providing them with financial, medical, and mental health support to reintegrate into society. The process symbolizes a beacon of hope for Ethiopia, coinciding with the second anniversary of the Cessation of Hostilities Agreement (CoHA).
International leaders expressed their strong support:
- Canada’s Ambassador Joshua Tabah:“This program demonstrates courage and conviction in committing to peace. Canada stands with Ethiopia on this path.”
- EU Ambassador Sofie From-Emmesberger:“The DDR process is a model for peace in the Horn of Africa. The EU is proud to support this milestone.”
- Japan’s Ambassador SHIBATA Hironori:“Japan supports Ethiopia’s steps toward sustainable peace and prosperity.”
A Turning Point for Stability
This initiative highlights Ethiopia’s resilience and determination to move past conflict and build a unified nation. Tsegaye Abebe, a Tigray-based leader, expressed optimism:
“This is not just about disarmament; it’s about a shared future for all Ethiopians.”
Global Commitment
International representatives praised Ethiopia’s efforts and reiterated their commitment:
- Italy’s Ambassador Agostino Palese:“This DDR program is key to unlocking peace and economic growth. Italy proudly supports it.”
- US Ambassador Ervin Massinga:“The US stands firm in its commitment to Ethiopia’s peace and prosperity.”
- Norway’s Ambassador Stian Christensen:“This is a significant milestone in building sustainable peace.”
Hope for the Future
Ethiopia’s demobilisation launch serves as an inspiring example of collaborative peacebuilding. By addressing the root causes of conflict and reintegrating combatants into society, the initiative aims to rebuild trust and foster a brighter, more stable future for the nation and the region.
As Ethiopia moves forward, the world watches with hope, recognizing this effort as a transformative step toward unity, healing, and long-term prosperity.
