
Ethiopia is taking a significant step towards expanding its renewable energy capacity by inviting consultants to help prepare a feasibility study for a planned utility-scale photovoltaic (PV) project. Ethiopian Electric Power (EEP), the state-owned utility, is spearheading this initiative as part of the broader Ethiopia Djibouti Second Power Interconnection Project, financed by the African Development Bank.
The Weranso Solar PV Project is poised to be a major development in Ethiopia’s renewable energy sector. EEP’s request for expressions of interest outlines a comprehensive range of services needed for the feasibility study. Key tasks include hydrology analyses, geotechnical and seismic investigations, assessments of meteorological conditions, solar resources, and energy yield. The feasibility study will also encompass financial and economic analyses, grid integration, and the preparation of essential documents such as design reports, bidding documents, and an environmental and social impact assessment. Additionally, a resettlement action plan and capacity building activities, including training and application tools, are required.
The consultancy service assignment is expected to last approximately 10 months. Interested parties are encouraged to demonstrate their qualifications by providing brochures, descriptions of similar assignments, and evidence of relevant experience and skills. EEP’s shortlisting criteria emphasize core business and years of operation, relevant experience, and technical and managerial capabilities. Notably, individual experts’ biographical data or CVs are not required at this stage, and key experts will not be evaluated during the initial shortlisting.

EEP encourages consultants to form joint ventures to enhance their chances of qualification. The selection procedure will adhere to the African Development Bank’s “Operations Procurement Manual” dated October 2015. This manual, available on the bank’s website, outlines the eligibility criteria, establishment of the shortlist, and the selection process.
This initiative marks a pivotal moment for Ethiopia as it strives to boost its renewable energy production and reduce reliance on non-renewable energy sources.
